See: http://en.wikipedia.org/wiki/Coalition_Provisional_Authority So the question was thus:  How then do these CPA Orders still have legal effect, if the CPA was dissolved in 2004?  Well, a few weeks ago there was an article that came out stating that parliament had 300 or so laws before them to vote on (See:http://currencynewshound.wordpress.com/2011/04/16/iraq-parliament-to-reconvene-sunday/ ) .  Hidden in the midst of these laws was one “abolishing CPA Order 68″.  This intrigued me because it led to the only conclusion that made sense—and that is that all of the CPA Orders were given legal effect in Iraqi law, and therefore, to abolish a CPA Order required another law to repeal it.
